Patricia’s practice specifically involves advising clients on applicable planning, zoning and environmental laws. She prepares land use applications and obtains approvals for clients, including environmental and regulatory permits. She manages and directs development projects from their inception through completion. Patricia also represents clients in the formulation and implementation of community, government and media relation strategies as well as litigates and defends all land use and environmental law challenges.
Her clients have included: landowners and developers of commercial, industrial, residential and agricultural property, including wine growers, wineries or wine and beverage related businesses; investors; commercial/shopping center owners; hotel/resort owners; citizen groups; homeowner groups; educational institutions; public agencies; and hospitals and other medical facilities.
Patricia’s experience includes the following representative land use and environmental law matters for her clients:
- Environmental and permitting work on master planned communities in the cities of San Ramon, Hercules, Vacaville and Elk Grove and County of Placer
- Converting refinery uses to accept and use ethanol and other chemicals in various cities throughout the State of California
- Permitting, CEQA review and litigation for a number of winery clients in Napa County
- Permitting, CEQA review and litigation for a heliport for a regional hospital expansion of hospital and medical office uses and mental health facilities
- Permitting and CEQA review of residential developments throughout the state
- Permitting and CEQA for a resort with commercial uses in Napa County
- Obtain entitlements for educational institutions
- Preparation and negotiation of development agreements for a variety of development projects throughout Northern California
- Establishment and representation of Geologic Hazard Abatement Districts (GHADs) throughout California
- Permitting and CEQA review of infill projects in urban areas
- Represented clients and local agencies in defending land use and CEQA challenges in Contra Costa, Napa and Sacramento counties
- Special Counsel to cities and counties on land use matters
Patricia has been recognized as a Northern California “Super Lawyer” in the Law & Politics magazine surveys consecutively from 2005-2010. In 2007-2009, she was also recognized as “Top 50 Female Attorney”.
